Report a translation problem
Since this might be a bit misleading for some people, I want to add that the clothing only has to be in your inventory once to unlock it.
You don't have to keep it - you can just pick it up and then sell or disassemble it immediately and it will be (and stay) unlocked for transmog.
This, was about to say that I definitely have wardrobe items that are not in my inventory or stash. Out of habit though I do equip everything once just in case, since that's how transmog systems usually work in MMO's like World of Warcraft, but that probably isn't necessary.
