Report a translation problem
The only reason i could think of why they might not, is if they are modded clothing, specifically items using the Archive-XL method of adding new clothes, since that method uses an odd workaround to add new items, and it is possible that the transmog system doesen't recognize them as a result..

Was thinking otherwise because the “Special outfits” won’t show up unless directly in inventory.
I think this is either an oversight or a bug. There's literally no reason why special outfits can't be treated as regular clothes. They even have their own section yet nothing is ever saved there.
Yep other then the specials it works as described so glad I read this post, now I can declutter
