If I remember correctly food is a health boost for maybe 10 minutes and non alcohol drinks are a stamina regen boost for about the same amount of time.
I take stamina boosters before big fights as well, since I like to roll with shotguns.
As far as food goes, nah. Not really. Once in a while I'll scarf on scop dogs or burritos just to clear them out of my inventory.
Unfortunately these elements were never implemented meaningfully. They can provide you with some minor boosters but... I never felt like they did much in actual combat.
V gets up every morning, showers then gobbles down coffee and a croissant... Or a burrito and a can of Nicola from the VendIT's just outside the apartment on the way down to the garage.
I've also bought some of the more super-powerful stuff in Dogtown, but since they also usually have large penalties to some stats, I rarely use them to keep things simple.
But before a boss or something I sometimes take a little bit of 'everything'
The issue is we are so godlike powerful already and food boosts are so small and brief.
I am totally fine ignoring food, sleep and other bodily functions in an action game. If it was a survival game it would be different.
