I have now installed the Weathermancer mod to manually change the weather. What ends up happening is the following:
1. When I change the weather to rain, it rains as expected, but after a minute or two, the foreground rain disappears. Everything else stays.
2. When I change the weather to sunny, everything disappears except for the things I mentioned in the OP.
I can imagine that reloading might fix the issue in some cases, but for my case unfortunately not.
Also the mod did not fix the issue, it just highlights the problem that the rain effects are completely screwed. Validating game files doesn't do anything, so I will now try a reinstall (edit). Let's see what that does
i was glad that it was back to normal, but the 2.13 update broke everything again 💀💀💀💀
the Roy Batty rain bug that was supposed to cause rain to stay forever also doesn't work 💀💀💀💀💀💀
But If even at native with no framegen those raindrops don't show up then its probably just the game.
