Can I start Phantom Liberty before finishing the main game?
Or do I have to finish the main storyline?

Yes you can do it as soon as you finish the necessary quests to start it.

That is an odd question, considering that the game asks you on start whether you want to go straight to the DLC. Never done that though.

you should go for PL first, there's some unique lines from the main story if you beat PL first

The plot of Phantom Liberty takes place before the end of the main game. So you actually *should* play PL before passing the point-of-no-return.

For my current playthrough, I started Phantom Liberty as soon as it became available so I could access the unique gear in Dogtown (Iconic Cyberwear, Quick Hacks, and X-Mod 2 weapons) and use them for the rest of the base-game main and side quests. You only need to complete the first series of main PL content to get access to most of its best gear.

I did this specifically so I would have an easier time fighting the end boss solo in the hardest version of the ending.

For what it's worth, my first play through I completed PL after I completed all the other main game content (except for the ending) and while that made the most sense story-wise (you can update your "friends" on PL progress if you've already locked them in), I was sad because I had all this great gear from the expansion that I could only use in the end game. That's why I'm playing PL as early as I can in my current play through.

The PL storyline is pretty much nested within the main storyline. In fact, I could be wrong, but I'm pretty sure that once you finish the main storyline, the game is over....

Phantom Liberty can start at about the midpoint of the main game, but I would advise you to complete all the 'relationship' quests, including Rogue, before you get to the end of Phantom Liberty. Those relationships have some bearing on the end, although they aren't strictly necessary to complete it.

theres also some unique events and dialogue the other way around too if you complete XYZ in the base game before hitting certain points in PL you get some unique convo options and whatnot during the expansion.

PL starts after you complete you the main story mission Transmission (Voodoo Boys Questline). Personally you should start it as soon as possible as it unlocks the features of the DLC like Relic Perk Tree, Vehicle missions, and etc

considering the ending of PL gives you choices for an alternative ending realistically the best time to start it is once you have the quest of no return to meet at Embers , or at least once you are fairly deep into the main storyline . Then you can either finish PL and pick one of the new DLC's endings , or go back to the main city and meet Hanako at Embers for one of the OG endings. But you can go back and forth between the two areas eventually anyway
