Because everything in the game can be overpowered, so it's really a matter of picking your poison, it all ends up turning the enemy into a joke even on the toughest difficulty.
I truly detest the use of the word overpowered or OP in a single player game. Who gives a toss. There are some out there who decide that if they don't approve of a playstyle or feature, then everyone else should pay the price. Play the game how you want to play it. If we ever get multiplayers, well that's another kettle of fish.
I run 3 builds. There are all roleplay builds in my head and suit the way i am playing V in each iteration.
1st character, sneaking and silenced power weapons, some blades. Nomad.
2nd character, contagion build, with smart weapons, and it is totally OP, but who cares, it effects no one but me. As it is, I rarely have to shoot a bullet anyway. Corpo.
3rd character, katana and mantis blade only. Streetkid.
But in general, I have no qualms about using smart guns, that their OP doesn't bother me at all.
