How do you upgrade the quality of an item?
I've seen it done in a video, but the person was just showing how to get a pair of legendary guns, he didn't explain how he had the ability to upgrade their quality from rare all the way up to Legendary. He only said to use the craft ability, but im like... uh, unless im crafting a new pair, i don't see it. Can you do this with any item?

Under the crafting menu, select upgrade towards the top of the craftable items list.

Only certain items can be upgraded from Rare->Epic->Legend. Unfortunately, not all of them. You have to have the specific item in your inventory, the proper components, and the crafting perks under your Tech ability.

item schematics unlock when you lvl the crafting skill

as your street cred goes up new schematics become purchasable at the vendors

yeah and you need the perks

Its not in the upgrade menu mind you. Its in the crafting menu itself, when you have the lower tier of the iconic weapon already.

The upgrade panel itself is useless. The cost/power up performance is abyssally bad and you should just ignore the whole upgrade tab.

You can only upgrade the quality type of Iconic weapons. You need to have the iconic in your inventory and go to the normal crafting screen. There will be a spec for the next level up for that Iconic in the list.

i have 16 in tech and pretty much every perk up to lv 16 including the lv 16 one that allows me to upgrade components, which i thought what was perk you needed to upgrade items for some reason, i've been hording clothing items because i was hoping i'd be able to keep fashions that i liked viable via upgrading their tier from common to legendary.

Yeah, you can only increase the stats of clothing using the normal "upgrade" option. You can't increase its quality level.

There is a perk that requires lvl 18 in tech to be able to craft legendary items, and you need that. You also need the lvl14-16 one I think, that allows you to craft epic items.
And it only works for iconic items, and there isnt many iconic armors in the game, mainly just weapons.

I faced a bug where I grabbed an iconic SMG from a gig boss, and it only gave me the epic schematic and not the weapon...Now i'm hunting for epic components to get the 'buzzsaw'.

Will I need anything else but the parts and the perk?

Thats not a bug. Some gig bosses drop schematics to wepons, not the weapons itself. You have to craft the weapon to get it. Most of those weapons are very good too (especially shotguns and that tech pistol oh boy), which gives intention to use crafting. It tells you what you need to craft it in the crafting menu. Not much. But to upgrade those to epic/legendary you first need to craft the base version of the weapon.

OPs topic title mirrors CDPR's very question.
