Report a translation problem
I've tried Dreampunk 2.0. Was alright, but not anything along the lines of a game changer. Beyond that, Dreampunk depends on at least two things 1) other mods, as you'll see what it recommends you to download if you go to the patreon, and 2) path tracing.
If you want what will hopefully be a true game changer in the future, then look no further than game videos that have been reimagined with AI.
Those re-imagined videos are crazy though.
I recommend downloading the Squeegeepunk modlist from Wabbajack, looks great.

Also don't forget that no amount of mods can fix the awful daytime lighting. Unless you're in the desert outside the city, fast forward the time to night, makes the game look way better.
