If you really liked the base-game, you'll probably really like Phantom Liberty.
Also, it depends on what $30 euros is worth to you: In the USA, that's the cost of one maybe two movie tickets. For me, the entertainment value of the PL expansion at that price is worth skipping seeing two movies in the theater. It's definitely more than 8 hours of additional content, so time versus money spent is in favor of Phantom Liberty.
But only if you actually like CP2077 to begin with...
Now it's not night and day difference and your classic CDPR DNA does shine through, but yeah if you're like me and you enjoy Hearts of Stone and Blood and Wine especially because of their replay value, you're just not going to get here with PL. It's great for 1 playthrough, though.
So yeah hard to say if it is worth the 30€, I was definitely at least a little bit underwhelmed when HoS and BaW is the benchmark.
I would say it's a no brainer, but if you don't want to grab it now, wait for a sale or something. It is defo worth it!
If you want a story that will make you feel, Phantom Liberty will definitely do that.
Maybe wait until it's on sale, again, since you didn't like the gameplay.
Gameplay is definitely better than it was pre-launch, so maybe you'll like it more this time around?
I can't speak on how it compares to The Witcher games since I haven't played those, but I'd definitely say it's a good story.
You seem on the fence, so I agree with others and say wait for a sale. But I think it's still worth the $30 as well. It's more of the base game with improvements in a few areas.
I didn't say it here but I have previously said it elsewhere: the game is amazing, the expansion is amazing. I think it's a work of art and I wish I had bought it when it first released rather than wait for it to go on sale. Only a handful of games have really made me sit with the experience and still resonates after months or years -this is one of them.
