I know that there are a few quests that expire but what about assaults In progress, if I get a NCPD call and ignore it for time being does it go away forever?

I don't think the NCPD scanner calls go away if you don't complete them (I need to try this to verify). There are some scanner calls that only appear at certain times of day, for sure.

I can verify that NCPD Scanner hustles aren't time sensitive.

I haven't encountered a single one that only appears at certain time of day, as far as I know they are available 24/7. Unless you're riding in the car with an NPC during a job, your proximity to their location will set off the event. If you ignore it, you can always return later since they won't disappear until you complete them. None are repeatable, they're all one time events.

There's also an option to display the locations for NCPD Scanner hustles or other activities like Phantom Liberty's 'increased criminal activity' in Dogtown by customizing which icons you wish to display on your map.

Just FYI: There's a scanner hustle in Pacifica just north of the stadium in the stadium's parking lot that only appears at certain times of day for some reason. I couldn't clear the Steam achievement for finishing all NCPD scanners in Pacifica because I kept looking for this at the wrong time of day. Had to check on the forums or reddit to verify I wasn't going crazy or that the game wasn't bugged.

I think you might be right. I suspect there might be other conditions like completion of some of phantom liberty jobs but I'll have to confirm it on my next playthrough.

I was actively hunting for all the scanner hustles on this playthrough to unlock all the achievements. Before phantom liberty and during it the assault in progress on that parking lot eluded me. When I finally got it, I had finished phantom liberty and it was night time.
