If you're on Phantom Liberty DLC, either reload an earlier save or finish the objective, you will be able to travel freely from the DLC area to regular Night City at any time. Also, Phantom Liberty is placed in the middle of the main story, you want to beat the DLC before the end of the main game. I played up till the quest "Meet Hanako at Embers!" and then started playing DLC

Yes, without spoilers, Phantom Liberty is placed roughly halfway through the main story and it's about V trying to find another way to save themselves. I haven't finished Phantom Liberty, but the main story and ending continues as normal afterwards. I have been traveling freely between DLC area and regular city, I haven't beaten either the main story or phantom liberty yet

You'll be able to travel in and out of Dogtown after you accomplish the first act.
The way the story plays out, it seems more appropriate to finish the DLC main questline before the main base game. But you are not forced in Dogtown the entire way. You can leave for a while and do fixer quests outside and even a few other main quest missions before coming back to Dogtown to finish up.

I finished the main game before ever buying the DLC so you are fine beating the main game first. Just save before the last mission and reload. You just have to continue playing the DLC until you get freedom back it sounds like you are locked in a story mission right now. Once you beat that and she sends you to meet reed you can leave dogtown as your please.

If you "finish" the main game, you won't be able to do the DLC in the same play through. The game ends with the final mission. You can play up to the final mission and leave it off to go back and do the DLC, then come back and do the final ( If you don't do the ending offered by the DLC ). But, finishing the game....credits roll, cut scene, done.

Edit: Unless you do like Tussin said: Reload a save from before the final mission.

^^^ and this.

It seems like your misunderstanding is that PL is just a single mission, which it's not. It's hours and hours of additional missions, side quests, gear, and map which, as other have pointed out, you can enter and leave freely once you've completed the first major task.

Personal recommendation: some of the game's best gear is in Dogtown, farm for them as soon as you can.

. . . *if* you don't take the Phantom Liberty ending. If you do take the path to that ending, the game ends there. (i.e, PL adds another possible End to the storyline.)
