3rd person ever?
I found a mod for this but when will CDProject Red ever put this in?

While personally I wouldn't mind being "nickle and dimmed" with more DLCs, as above it ain't happening.
The charts of what development teams are engaged in what ongoing projects is publicly available information (although the do love their code names for what most of those things are).
The only people working on this game now are modders.

Sadly no. Lack of 3rd person was the major disappointment of this game and the reason I didn't put the playtime into it like I did with games like Fallout. You just end up with no connection to the character when you never see them.

No, but that's not comparable. ( Also I haven't been to a cinema in decades, they're horrible places ) Try comparing it to buying a DVD. ( Yes, some people still buy those. Or Blue Rays, rather. ) When you buy a DVD, would you be happy if the producers gave you an incomplete movie and kept charging you for bits and pieces of the rest after you paid full price for it?

well even if they was going to do that, the game itself was not design with a 3rd person mindset. Animation would have to be re-work as you can't just pull the camera back and expect V to not look like an idiot. I guess an an example is RE Village from Capcom. They added 3rd person into that game but the animation look off.

No. Because the game was never actually made for it. They went out BEFORE the release and said why. They had to scale the project down. There was a lot of stuff they had to cut and wasn't able to deliver on.

The way the game is made is that they use a lot of cheats since they have decided to go 100% first person. This means they do not have to scale the guns and make sure they fitt correctly. This is why you run so strange and why guns clip through your shoulder when you use them. They simply didn't fix it since you never really see it in the game anyway.
This is exactly how Doom 2016 and Doom Eternal does it as well. In Doom 2016 you literally only have legs and arms. You have no torso simply because you will never see it in the game. So they never had to model it.

Games are smoke and mirrors. Under the hood they are a complete mess and they only focus on trying to make you think the illusion is real. You can try to make this illusion the best ever, but that also cost a lot of time and money. Something you don't have in unlimited quantities. This is why Bethesda reuse and simply everything. They build a system, and then use that system for the next 20 years. That is why you can switch from 1st and 3rd person in Skyrim. It was a system they moved from another game made years ago.

You simply can't get a 3rd person view of this game because the game was not built for it. To have 3rd person require pretty much a full remake of the whole game. Unless you are willing to pay for it, it will not happen.

The DvD's been complete since day one.

DLCs are just extra stuff to add to the current world, at least in this game's case. Same goes for the DLC expansion. Personally, I wouldn't mind buying DLCs to flesh out the world more. Plus it's a offline, DRM-free, singleplayer game, so I don't see any downsides to more DLC.

Yeah, it's still sad. It really wouldn't have been much extra work if they had done it from the beginning. They already had to animate everything necessary. You see all the NPCs doing all the things you do and not looking funny. So a lot of the work is there, they just decided not to make the framework for it. Since they didn't do it in development, then yes, to do it now retroactively would be challenging and take a lot of work, but them saying it was too hard from the start was a bunch of bs. Numerous other game devs had seamless first to third person switching in their games long before cyberpunk was made.
