Tier 5++ Kyubi xMod2 equipped with a Tier 5 Jue scope and Tier 5 XC-10 Cetus silencer.
The Jue extends the Kyubi's effective range to 90 and the Cetus is guaranteed crits while undetected. This effectively turns the Kyubi into the CP2077 equivalent of an SVD or EBR.
For sniper rifles, be sure to find Breakthrough!
Breakthrough is really good, but a regular tier 5 ++ Tech Sniper with 20% Damage to Elites a good scope, and that Iconic Mod from Phantom Liberty, makes it better IMO.
Osprey for mid-range brawls. Sure it is only technically a sniper rifle, but sniper rifle it technically is.
Rasetsu for everything else.

This build is a sandevistan/sniper, with a silenced pistol (Her Majesty) and gorilla arms to complete it.
You can go loud, silent, breaking faces or erasing them with a well-placed shot. It doesn't do netrunning, but you can still flip cars around with "quake".
It's among the strongest for pure weapon damage I've found, and it uses tech snipers for that.
Breakthrough, therefore, is your best bet OR a 5++ Nekomata where you can install "Equalizer" and "Wallpuncher" mods.
Core cyberwares here are:
- "Axolotl” to reduce sandevistan cooldown
- Militech Apogee for Sandevistan
- Microgenerator for hands (for even more damage with a fresh mag)
- Clutch Padding for reducing stamina consumption when you shoot.
- Cellular Adapter (more damage for Tech weapons)
The rest is up to you: I endorse a good secondary heart and everything that gives you an edge in melee (dense marrow, microrotors and so on). Oh, and armor. You’ll need it.
I don't use pistols
Pistols, precision rifles and sniper rifles all get empowered from the same perks' tree (cool).
It makes little difference if you use them or not: they are a package deal ;)
