Were i can find some legendary mantis blades?

i seen pleanty of videos when they find some legendary mantis blades on a chest in the city center where a civerphico is, but every time I go there the chest have some random loot, so where can i found some?

The reason you keep finding random loot, is either because all those videos are either from the old version of the game (before the 2.0 update) or because those chests always contained random loot and those videos where just of people getting lucky.

As for finding them? Just level up enough and the loot you can find will also level up with you.
As a result, once you are at such a level you could also just buy them from a ripperdock.
Or, and I think this is likely the quickest option as it's not dependant on level, buy the normal ones from a ripperdock and upgrade them. Though you're gona need a crazy number of upgrade parts to rush that.

On the flip side if you're asking if there's an Iconic mantis blades (the unique, one-of-a-kind items), then there's none. Closest you can get are the ones from the MAXTAC unit person you can meet in a side quest, so long as you can beat her (and the rest of her squad) in a fight and rip it off of her.
They're exactly the same stats as the default option, but with a blue tint to the weapon.

If you mean Tier 5 with 'legendary' (there are no legendary, only some iconic ones), then kind of. If you are high enough level to spawn tier 5 equipment you can get one from a certain 'gig' which has one cyber psycho (although she is not really listed as such) on the loose
