That should help a bit, but don't expect miracles. Your cpu is pretty outdated and will struggle with cpu taxing games like this.
Maybe consider capping your fps to 30-60 .
You may need to close all background processes and only have steam running (better yet, disable most of the startup apps via task manager then reboot PC)
For optimal graphics settings, try checking this reddit post as to what impacts performance and you can adjust settings based on what you prefer to have visually.
Also check the pinned comment for recommended settings.
Crowd density should be set to low as that may have an impact on memory and cpu, hope this helps.
How is that? Did you pair different memory sticks?
In that case it's one reason for your issues. 12 gb is also a bit low for this game. So is the the ram speed.
Get 16 gb at least, and also faster ram.
Have you made sure the game is using the 1080ti and not the integrated iGPU included in the 8700k?
Have you ran DDU and then installed current drivers?
Are other games running as you would expect for the hardware?
Are the temps operating within safe parameters? <80-84c
Is the powersupply sufficient for the system? From a reputable manufacturer?
Background processes?
But I think that although a 1080 ti is already pretty old, it's still a good gpu, especially for 1080p.
So should still be good enough for cp2077 at high settings.
But since it's pretty old, there's a good chance of it's thermal paste being dried out now.
Did you check your temps?
One of the easiest ways would be by installing hwinfo64.
Install it, run it on sensor mode and play some cp2077 for an hour or so.
Then check hwinfo. There's a record that shows you the max temp reached and also if there was thermal throttling active.
If so, that's probably the issue.
Replace tp and thermal pads, as well as clean your cooling in that case.
If temps are good, you gpu is not the issue.
Which brings us back to your CPU.
an 8 core CPU is recommended for cp2077, you've got a 6 core only, so there's already a limit.
And since its a pretty old CPU, you also shout check the temps here.
Enable xmp in the ram settings (via bios) giving you a slight ram oc, wich could help a bit.
Also close all unnecessary apps running in the background when playing cp.
E g. RGB control centers, x-box game bar etc.
That includes bloatware like geforce experience (I would completely deinstall it anyway)
