You can't without mods. V is not supposed to be in there.

He goes there twice in total; once for the party and once more during Run this town. That's it.

Ages ago you used to be able to parkour to the top & access the outside areas up there but not go inside. Dunno if there used to be a way inside or if the parkour to the top thing has been patched though
