Anything with a sampling rate already loses the parts of the audio between the samples. (That's why you get vinyl enthusiasts out there. There's no sampling rate.)
The OP's question was "Did they remove FLAC format soundtrack from Bonus content???" and the answer is yes. Previously when you downloaded bonus content on Steam it downloaded FLAC versions of the soundtracks. Now it doesn't.
Nor is there any indication you should visit the website for the content.
And the whole thing about relocating the OST to their website to save space makes zero sense. Since the bonus content is optional content and not downloaded with the main game. If you download it from Steam or an external site it takes the same space.
Judging from their posts they obviously likes to be rude toward other people thinking they are the smart one.

And no, they didn’t remove the .flac format or bonus content; again, it was relocated to the game’s official site. The CD Projekt support website literally has a page dedicated help you find and download the bonus content:

You can also get ‘em through REDLauncher (aka the launcher that pops up every time you open the game).
I mean where else would you look if not the official game website? This is one of those “right under your nose” situations.
