If you want to make the walking gonks look less....well.....like the same 10 characters, same 10 outfits....you can change settings to make them more varied, at the cost of GPU/CPU

The better your rig, the more variety you can have.
There are two versions, one that swaps the gear around (lower end pcs) and one that generates them with more variety in their clothing (higher end pcs)
If you just want to SEE custom clothing tho, on said npcs....
Well I think you have to go back to the old swap mods.
Afaik, when everyone started moving from 'swap' mods (clothing replacer swap out override) to ArchiveXL/TweekXL mods (custom new, non replacer unique type) the npcs stopped wearing the modded gear.
(Some modders warned 'the npcs like my clothing mods so much, they may steal them from V's lol. Meaning sometimes, they would spawn wearing them.)
