There are Duoweave composite skinny jeans, I think the clothing vendor in Rancho Coronado sells them.

Not entirely sure since I almost always get them as random loot so don't have to track them down through vendors.

Straight-up blue jeans don't seem to be a thing 2077. My male V generally wears some close-fitting cargo pants. There are a ton of clothing mods for the game...maybe have a look there if you really need something.
