That's pretty 'cybertech' -- not so much 'cyberpunk'.
It's some of the earliest sci-fi in motion pictures -- and seminal in many other ways.
Visual effects were not top notch, and it's about 25years old, but Gabriele Salvatores director is top tier, and the plot is one of the best ever made in the genre.

I guess the definition is somewhat loose and 'cyberpunk' is imo a bit of a silly name for a genre, but personally I think it's important to bear in mind the 'punk' part. Not as a literal reference to the punk movement, but as an indicator of a certain attitude that's perhaps hard to put in absolute terms. I did try a couple of posts back, though.

This show was always more 'cybertech' than 'cyberpunk, to me.
James Cameron did a better job writing/producing 'Strange Days' (1999) -- the greatest cyberpunk film ever made.
Johnny Mnemonic or Matrix is probably the closest. I'd instead explore books, it's just way easier to find what inspired this universe, Neuromancer (which is where they got Nightcity from), Hardwired, there are many. Currently gonna read Hardwired since its a book i missed back in the 80's.
Many 'Film noir' movies are typical examples of this. For example, 'The Third Man' - which is free to watch on Youtube, by the way.
