It is, albeit a special variant of it. With a spoiler and everything, basically a trailer version

Most likely low lvl or some such. Half the gigs are opening up as you progress through NC, have you been to that area? Talked to Padre yet? Or maybe you're just in Act 1 still.
I've personally did it only before last main story mission, and on lvl 40, so yeah, everything was pretty much available for me by then)

i finished the main story and im level 32

Huh, frankly no idea then. It's just a gig from padre. Maybe there're other ways to obtain that car, try looking up a vid.
