Basically "quests" are
"hey V, got a job for you, X wants you to find Y at Z, details attached"
Jobs are equivalent of the meaningful sidequests of Witcher 3 such as quests related Skellige successors or Dijkstra and Roche missions which affect the ending of the game.
NCPD points are ? marks equivalent of Witcher 3.
Basically Cyberpunk follows Witcher 3 quest formula most of the time.
