NCPD Scanner Events Respawning?

I see there is an achievement for completing all gigs/side jobs and NCPD scanner events for each area. I've completed all the jobs and gigs in Watson. I even went around doing all the NCPD events, but when I re-opened the map, they all respawned. Are they supposed to respawn? If they do, what counts as an NCPD scanner mission that counts toward the achievement?

That's annoying. I want to clear the map. I'm not even going to bother with that crap then. Would you happen to know which ones count toward the achievement?

They don't respawn

Scanner missions on map (not minimap, large map) should not respawn. Or at least i havent seen a single one respawning.

They don't respawn. You can clear the whole map and never see another mark again.

They dont respawn. I cleared the entire map.
What DOES respawn are blue star events on your minimap that dont show on your city map.
Those are random assaults, or gang shooting you can get involved in for fun.
Those are endless but are not really quests.

Maybe they respawn until you finished the criminal activity root cause? I´m currentsly on the same path...

What can happen is that some new ones unlock by further main story progression.
Overall there are 112 police scanner mission in the game.

I completed the story and have been returned to right before the point of no return. I guess I'll run all the side jobs and gigs before worrying about NCPD, just in case.
