There's no Mono-Katana in the game currently as far as I know. They're all "regularly" bladed ones. No lightsaber tech.

I seem to recall someone mention it was shown in trailers but not implemented currently.

I've seen any number of katanas that look like that, it's simply one possible skin/model for katanas.

Unfortunately you can only craft the base skin/model for weapons, so you can only hope to loot one.

Only craft base skin isnt entirely true.... I have seen custom skin crafting recipes for some weapons. I got a wierd non unique blue and gold gun I found. Also for sale, but didnt buy because I didnt like the look was a standard tech assault rifle in a blue and pink camo color. Talking blueprints, camo blueprint.

Mods maybe? I know Mantis Blades when modded will change colour and effect. Thermal modded ones look like molten steel.

It could be this.

I found one that looked a lot like the one in the image above, but it had a neon blue glow instead, and did electrical damage. Only downside was even though it looked cooler than my normal katana, it did about a tenth the damage, so, of course, i ignored it.

Arasaka npcs can drop their katana. It's just called "Katana" but the item description is different. There's no such thing as a heat mod for Katana. The thermal katana isn't in the game, so this is the closest thing to what you want.

Yes...not quite the topic of discussion though. I was only the mantis blade as an example of how you might be getting a monoblade style katana.
