I am using digital foundries optimzed settings. I might try lowering crowd density though. I just realised that was an option. Only time I get the GPU at 100 usage is with RTX on but that really is a huge peformance hit.

Basically you set HALF of your RAM on CPU and all your VRAM on gpu.
Use dxdiag to see your vram if you don't know it.
On my system, i had to set 16GB (i have 32gb ram) on CPU, and 8GB on GPU (i have 8 gig vram)
If you have newer cpu/cards like GTX 16, RTX 20/30 series, most likely wont help, but you could find it on reddit or nexusmods.
People claimed that it works, but personally it didnt do anything, i could even start the game without the config, but give that a try.
One thing that helped me with CPU usage tho, change the priority of the Cyberpunk2077.exe in task manager to high, my CPU usage went up from 50-60% to 70-100%.

Some benchmarks are showing that your cpu+gpu combination are fine. check it out. You need to figure out what the issue is. Maybe you have too many background applications running, nvidia control panel needs to be set correctly etc.
Don't offer fool's advice to someone who owns a K chip and is asking if they should OC to increase performance.
If OP has the proper cooling and know how then by all means he can if he chooses. There are also reasons not to overclock.
