1. Always triple check that no one has a precision or sniper rifle, if they do, prioritize them first with a hack or a well placed shot.
2. Keep moving. Double jump and phase dodging are your friend. Getting a quality smart weapon will make it so you don't even have to aim. The Cold Blood tree, properly spec-ed, is also helpful in this.
3. If you can't move, fire from behind cover and use grenades to stun enemies that are pining you.
Even some of the 'just driving by' rando missions are like this. I was lvl 12-13, poppin punks like they were candy, when I drive by a construction site with a Police icon flashing. I stealth over, get a lay of the land, headshot the first guy aaaaaannnnnnnnndddddd his THREE cybered-up speed-freak buddies LITERALLY cut me apart before I could reload!

Then stop looking pretty and put some real armor on.
I keep hearing people brag "my character looks awesome" and then turn and complain that they get one shot. Yeah if you're wearing clothing for any reason other than armor then state boosting, then deal with it. Your survivability is a numbers game, not a fashion show.
Otherwise look into mods and upgrade the armor in the crafting menu. The first skill you want is the mod extraction skill. Sometimes when you loot you'll get a green armor mod that has something like 100-200 armor on it that you'll want to put on another armor piece.
In short, I'm running around in a full legendary armor set with over 2,000 armor. I can literally sit there on the hardest setting and drink my coffee for 2 mins while tanking and then one-shot everything with a smart assault rifle at the click of my mouse. This game is not that hard and yeah it's cheesey but don't blame those who play the cheese, blame the devs. Hate the game, not the player.
Game balance is awful. Pick a weapon/tree and max it. One shot stuff before it attacks you.
I couldn't imagine having 1000 armor lmao - Hell I'm well into 3k now.
I guess you didn't read what I wrote cause I said it's the best armor I've found that is my level.
Mods then. You have to mod your armor. If you're not walking around with at least 1,000 armor in normal you're going to get scratched badly. In the hardest setting you need about 2,000 armor to achieve the same but makes you damn near invincible in any other mode.
You don't need to min max the skill tree. It's the armadillo mod that gives around 200 armor per slot at level 41 and I think it was around 20-30 at level 5-10. So for example my armor items right now have 12 sockets. That's 2400 additional armor. The overall armor is 3800. It makes a huge difference.
I'm sure I can get even more armor if do more crafting and min maxing. But right now the enemies need 4-5 shots to kill me on very hard so there is no reason to do that.
So long story short - collect items with sockets, craft a lot of armadillo mods and use only the high quality ones and your problems will disappear.
