The first one you unlock makes goons affected 33% weaker to getting hit with guns and melee for the next 3 minutes.
This is in contrast to quickhacks, which you apply directly to a single person that you aim at with TAB.
You can get more in two other ways, both require investment in the Int stat. The first is get the perks in the breach category. Shutdown cameras, shutdown turrets, resistance reduction. Those are daemons added to the number grid minigame when you breach enemies.
You can also get some daemons from legendary tier hacks. This requires the hack crafting perks in the hacking tree. Every tier is required to craft the next one up. As in the blue hack requires the green version in your inventory and the right perk to craft. The daemons appear in the number grid minigame when you have the right legendary hack equipped.
Without any points invested into unlocking new daemons via the breach skill tree, you'll just have datamines and a hack that reduces RAM costs by 1 on enemies. When you start going down the tree, you'll have access to more including wiping out the optics of every squad member in the network for a short time, turning off all the cameras and turrets, weakening all of the enemies in the network, etc etc. That kind of thing.
They're hack effects, basically. Like your quickhacks, only not as quick.
They're the hacks that are applied through successful breach protocols, yeah the game doesn't do a good job of actually explaining what them.
