You see it again at least once later, I think it's part of the main story. That's when V reveals that rats, dogs and cats were all driven out of the city in one way or another, I dunno.
No birds either. And bees are extinct except in very expensive enclosures / preservations, from what I can tell.

The game doesn't really show off the animal life there is, however limited it is. There are wild cats and dogs. And coyotes and such in the desert as well.
So they wrote their lazyness right into the lore. Gotcha...
CDPR don't have anything to do with the lore... It's not their IP any more than Witcher is.
