Its not even that.
Assuming its doable at all if he wants a refund on Steam they are going to want his Stream profile name to verify the purchase and the refund. The moment they see over 40 hours of game play on his account they are going to start laughing hysterically at the request then deny it.
I think we would have no chance of a refund on Steam if over the 2 hour mark.
It depends. If you don't refund often and are under 8 hours I'd still give it a shot if you really want a refund.
I've had refunds around the 4-5 hour mark before, the automated system won't approve them but they get reviewed by an agent and if you don't refund often they will often approve them.
At 20+ hours I would fully expect that Steam agent to just start making fun of me in the responses.

No, only if the burger was poisoned and/or rotten/bad and you get sick; and then you wouldn't ask for a refund, but instead sue them for losses and mental/physical damages.
I don't know if people did that in the end, but I remember Anthem caused some console players damages on their console, so that is comparable.
