For your purpose, I'd build on Cool, Reflex and Tech respectively, but realize that weapons generally work quite well even if you don't spec way into them...using Iconics and even well-modded standard weapon will serve very well.
As an overall strategy, I'd build each Attribute to 9 and then carefully consider which one I need to build farther. Remember that going really high in one Attribute before you're levelled way up (Level 40-50) may not allow you to take full advantage of the enhanced Attribute. Going to 20 in any Attribute is a very expensive thing to do, and generally isn't worthwhile unless you really want the specific thing it does.
