Report a translation problem
Note that my build goes all-in on Body and Cool attributes, and is not a Netrunner-focused build. No idea if Ping actually tagging enemies is a later-game upgrade for dedicated Netrunners.
So after using Ping, quickly use Caps Lock to enable the scanner (or Tab if you prefer to hold a key when scanning), and look around.
Hover view over a hackable object or person, and time slows down, and it will keep being slowed down for a few seconds after you move your view again, so quickly find another target and tag it, move to the next, etc. Use Ping again until you have tagged them all
You kinda have to aim and lock the targets that get highlighted before they vanish. While they are highlighted you can do it through walls. On the plus side Ping is not traceable so you can try again if you fail at first.
iirc there is a perk somewhere in the intelligence tree that does largely the same job without costing you a programslot.
Might be confusing it with one of the cyberware optics. if I remember correctly. They enable you to see enemies through walls without scanning (at shorter range), and also tag without pinging in most cases.
I've been max level for so long I forgot which cyberware or abilities that enables it, though. But as you say I don't think any of the perks affect it.

Ah yes, that's the one! And you need to do a scan, it seems (contrary to my previous post), but the effect lasts for 60 seconds, so it's enough to just tap the scan button once, then you have 1 minute of x-ray vision
