This is the city where wounding someone with a knife, or a bullet to a limb is considered acceptable as a 'stop that, go away' method.
A handgun to the face/nose is the standard greeting when opening the door to your home.
However, op I suggest you check the discord for cyberpunk modders (I've seen it mentioned a few times at the Nexus)
Someone there may know ether how to fix it if it's simply a 'no greet' type thing (an ancient morrowind mod that stopped every NPC talking at you when you got too close to them, no matter how much you had/had not done yet)
Or might be willing to make a 'civilised NightCity' mod for you if you are willing to commission it.
Hm.....maybe check the 'cosmopolitan NightCity' mods now I think on it, the languages used to make NC citizens use their native tounges might be more polite that standard American English perhaps?
Why record such dialog, unless there was once a way to end conversations propperly?
No idea why they took it out (or maybe it was never finished?), or why they never removed the dialog that shines a light on it, though.
I would agree, except... Manners are obviously expected (if you listen to the comments of the people you walk away from mid conversation).
