Photo mode worse than launch?
So, back when this game launched I could take absolutely stellar screenshots with the photo mode. Now, they are all coming out awful. Ads load in all pixelated and blurry, and if I actually allow the photo mode to take the shot instead of using something like Geforce Experience, they come out inconsistent, blurry, blotchy, and just overall ugly.

What gives?

That's what it does. It doesn't matter if you have DLSS or any other thing enabled - it will still render full res screenshot without upscalers. As for them being different - there are lots of dynamic lights shining around and even slightest flashes or dimming lights might add additional light info into the picture. It's not like it works exactly like shutter speed in cameras but it still caps lights for a small amount of time, mostly to eliminate jugged lines caused by upscalers or AA (remember, TAA is active by default if you disable DLSS).

The problem is that this full render often looks like a mess. Weird blotches, sometimes it looks like scan lines, muddy textures, etc. Its just ugly as hell.

You can take uncompressed screenshots by using Reshade or even paywalled app like Otis_inf's Cyberpunk 2077 camera tools. I use both of them instead of built-in stuff.

Currently I am hiding the hud in photo mode and taking screens with geforce now. But Ill look into the camera tools. Thanks for the heads up.
I'm in the same boat. Photo mode used to generate some truly amazing images, and now the photos come out looking soft and low res. I've gone through and tweaked different settings while checking results, and they just don't look like they used to. I feel like the file size when they land in the folder is smaller than they used to be also. I verified the game files, tried different resolutions, DLSS on and off. Nothing seem to work.

Yeah, I have tried tweaking everything, and nothing makes them as nice as they used to. I finally gave up and got myself a mod that hides that cursor in photo mode and I just use Nvidia software to actually capture the screenshots. Too bad, because when I played at launch, the photo mode took truly amazing shots.
