Do you have RT "use path tracing in photo mode" on....if your hardware isn't actually capable of it and the denoising fails you WILL get pretty bad images.
1) get rid of mods
2) clean install of gpu drivers
3) verify game files

It's a minor bug that needs attention because it does ruin otherwise fantastic pictures you can take.
I use a 1080TI so no RTX and I don't use mods yet. This is probably an engine related issue (only speculating) and hopefully CDPR can fix it, along the dark grey Caliburn bug (that occurs on the white variant) in the next patch update.

That's what it does. It doesn't matter if you have DLSS or any other thing enabled - it will still render full res screenshot without upscalers. As for them being different - there are lots of dynamic lights shining around and even slightest flashes or dimming lights might add additional light info into the picture. It's not like it works exactly like shutter speed in cameras but it still caps lights for a small amount of time, mostly to eliminate jugged lines caused by upscalers or AA (remember, TAA is active by default if you disable DLSS).
The problem is that this full render often looks like a mess. Weird blotches, sometimes it looks like scan lines, muddy textures, etc. Its just ugly as hell.
