You get them from hacking access points (The third combination should be giving the best quickhack components) which is based on your level. As you level up, you should be getting more tier 5 quickhack components from the minigame
You can also buy them from quickhack vendors, such as the one you pick up the ping quickhack early on. There's a tab in the vendor that holds the components and they have stock of them, but they are expensive from what i remember.
If you keep hacking data points in various places, you will eventually be downloading both high-level components and quickhack patterns. If you want to raise the quality of
quickhack components higher than Tier 2 (IIRC) you have to buy crafting patterns at a netrunner shop...either Yoko in Kabuki market or the shop in Japantown. Watch out...those crafting patterns are expensive.
In addition, you can craft higher tier components by combining lower tier ones. The netrunner vendors, the ones with the quickhack icon, are the only place you can buy the skills to craft those higher tier components, and those skills are very expensive.

Yeah, I seem to have no trouble up-crafting lower tier components into higher tier components. It just doesn't provide me with "Tier 5 Components", which also have an entirely distinct icon than straight up "Tier 5 Item Components." The quickhack components have a graphic depiction completely distinct from simple "Tier 5 Components."

But remember you also get the quichacks themselves - including iconics - from hacking terminals and antennas and such, so unless you really need one of them right now, just keep hacking until you get the one(s) you want.
But of course, the hacks that are dropping are related to your current level, so if you're still level 20 (for example) but have upgraded your cyberdeck to be able to use tier 5 hacks, you won't get those high tier hacks.
The difference in the visual is both the label (tier 5 components vs. Tier 5 "Item" components) and in the small square visual. Tier 5 components look like a generic CPU while the "components" look like a blue circuity board. Wish I was more skilled at inserting photos into Steam, and I'd just give you that.

Item components have different icons depending on the tier, or colour, so they are a bit more confusing compared to quickhack components, which look the same except for their colour, if I remember correctly.
Item components you get from dismantling weapons and clothes, or from looting. Can't buy those anywhere either. Dismantling weapons is the quickest way. You'll get 5-7 components from each. One from clothes.
Maybe from other places I don't remember now as well.
