It's a simplistic implementation of dodge mechanics that doesn't take into consideration the current rotation of the vehicle making a reasonably predictable curved path rather than the straight tangent that makes NPCs react as if the vehicle is heading straight ahead regardless.
They will always run into your bullets.

They will always get in the way no matter what.
