Yes. You can buy new cars and some come from quests. They're everywhere and you can't miss them. The ones you can buy appears as quest markers on our map. I think it goes by your street cred.

If you are getting offers to buy cars, yes.
Go to those locations and buy those cars.

If you are not getting offers, then, no, you cannot yet buy those cars.

You can get a new car from one of the street brawler quests, but I don't know if he shows up in act 1.

If by "Act 1" you mean before the heist, you can only get a new motorcycle, by cheating a little. The quest reward for The Highwayman[cyberpunk2077.wiki.fextralife.com] quest can be claimed by just knowing the garage code.
