Phantom Liberty - Relic Points not showing and can't be activate

I've been going around dogtown and collecting relic points but it came to a point where it stop showing on my map and i got 4 more slots to fully upgrade all the relic tree, I look up the locations online and went there but i can't activate it.
I'm not sure if I have to progress the expansion's story to unlock it on my map or it's a glitch.

In progress <Birds with Broken Wings> quest, Songbird will give you 3 points, it means you missed one point somewhere. Recheck militech terminals, maybe you forget to take someone.

Yeah I missed the one at the stadium, got the all relic unlock achievement after it !
