I agree. I've noticed that when inside the radius of a camera's potential LOS, the trace starts if there's a netrunner.
It's called Counter-A-Hack in the Intelligence tree, on the left side, second tier.
Just opening the lower level doors seems to auto trigger the Netrunner in my experience, but entering the upper level door does not... Might be a combo of things since everything is quite close in that section of All Foods.
That's a good idea, but you can also invest in "Self-ICE" Cyberware (It's part of the Head slot). That will auto cancel an enemy hack within a certain time limit. The higher the level, the quicker the reset. (5++ is down to just 20 seconds, so V is almost impossible to hack)
By the way, took out all the cameras and still had the netrunner trying to trace me, and choke-holded nearly everyone without notice, but Jackie is uncontrollable so who knows what problems he causes. Got to to where I could spot the netrunner by stealth before he finished the trace and took him out with two short circuits. But the area is in utter chaos and survival is a very careful affair at that point.

Once the AI changes state from sleeper to idle, as you progress through the level, something must be triggering their damage events and leading to a tracing call.
