As an techno wizard you can pretty much ignore the majority of the game by casting "techno magic" left and right.
You are racing someone or getting chased by police/enemies? Just make them explode or turn off their car!
You are invading some place? Well, you can force enemies to check out electrical devices and split them up or even lure them to explosives and blow them up!
How about that door you need access codes for? Just hack them!
You are doing X mission? Well, now you are able to "hack" stuff and ignore a decent chunk of the story and instantly progress to the conclusion!
Etc.

On topic, you can literally control things with your mind using Netrunning. You can set someone on fire just by staring at them, or drive a car into a bunch of Maelstromers without being in the car.
Netrunning has it's uses.
Do you just not know how it works? You use the scanner (default Tab on keyboard, LB on controller).
Scan someone or something, and a list will pop up showing you the quickhacks you can use on that person or item.
Avalible quickhacks can be changed in the inventory screen (same screen you change clothing), and more hacks can be installed as you upgrade your deck.
