You have to buy all those skills to combine lower ones to make higher ones there, since the skills don't drop anywhere, as far as I know. The skills are very expensive.
Apart from that, you can get them by hacking access points. It's easier when you switch off the timer in the game options.
I should also warn you that higher level isn't always better.
For example, Memory Wipe T4, 5, and Iconic have the same base effect but T4 uses 10 RAM while T5 uses 32 RAM... and T5's exit combat effect is useless for pure stealth gameplay where you don't intend to get caught to begin with, plus the DLC camo now adds this effect with the new perk tree.
Further, some of the iconic quickhacks are severely bugged and either, don't work properly (as in reduced effect vs T5, literally the complete opposite effect, incorrect descriptions) or simply do not work whatsoever with certain parts of their effects so be careful of Iconic Quickhacks.
