David's Jacket
Hello guys I was trying to find some info on the net but I could not find the answer: I was wondering when can I get it? Is the quest available as soon as Act 2 starts or do I need to do anything to get the quest available?

Head to Megabuilding H4, in Arroyo. Night City’s Santo Domingo district. You'll get your answers in a trash bin nearby. Make sure to call up Muamar "El Capitan" Reyes, after you find that special something. Should lead you to David's jacket.

It is marked on map as sidequest that is visible on map but not visible in journal until you activate it.

Ever since 2.0 released level scaling, it should be available the moment Act starts. If not, then it should be available once the quests to help Panam, find Evelyn, and prepare for the parade become available.

Ah, my bad. I can't remember if it's available as soon as act 2 begins. I discovered it much later.
