Weird Phantom Liberty Bug

During Lucretia my Reflection, after looking at the Generator it says to talk to Johnny but his dialogue is not appearing. He has a yellow dialogue box over his head but nothing to select. because of this I am unable to advance the quest, wtf... first time I've ever encountered this issue.

Try walking away then approaching him again, I had this issue twice in different situations and that helped me

Never solved it. Restarted my playthrough and will update when I get to that part

I have noticed that sometimes indeed certain events do not trigger like conversations. But what then works is avctually easy though annoying, close game and restart, once back onto main menu, do not use continu but use load save and select a load from 1 or 2 polaces lower then your last save. When this does not solve the issue oinly then you kind of are forced to start a new character though

That's pretty much what happened to me. I was forced to restart the game.
