Yup.
Getting the Prez to the safe house is a minimum requirement, Dogtown won't be fully unlocked and opperational untill you've done atleast that much (Hansen has put the whole destrict on lockdown searching for her).
After spending the night in the Safehouse, you'll be asked to go find Reed. When you leave the building, Mr. Hands will contact you and set you up with some fake papers so you can explore Dogtown, and come and go as you want.
And if you want a good jumping off point: Get the Prez to the safehouse, and then do the next mission too. All you have to do is meet Reed, simple enough, and then both he and the Prez will vanish from the game for a while, as Reed is getting the Prez back to Washington. It's a good natural stopping point in the PL questline, good place to take a break.
