Phantom liberty is beyond amazing, you will love every second of it!.
Make sure to make multiple saves when you approach different endings in the quest lines in case you wanted to experience the different outcomes and get all the achievements.
Phantom Liberty missions and Dogtown become active once you've reached a certain point dealing with the Voodoo Boys. You'll start getting texts and phone calls that will lure you into the new part of the map.
Okay...you have to understand that there is _DLC_, which brought the game to 2.1 and there is the Phantom Liberty _expansion_ that added a whole bunch of content. Don't confuse them. You get all the cool new 2.1 features in the base game regardless of whether you add the Phantom Liberty Expansion.
Phantom Liberty is a major branching of the main game. The branch starts well into Act 2 of the game, and it's quite obvious where it starts. You can continue through the main game or take the branch, and like most quests in the game, it will wait for you...just don't refuse it when it's offered...put it on hold. The branching can lead you to a new game ending, or it can lead you back into the main game for the half-dozen original endings, all depending on the choices you make. This game is now a tremendous experience...don't miss out.
Also some missions and gigs blend into the main game. You'll get a special skill tree with new abilities, which works everywhere of course. I didn't play the game before 2.1 and the DLC, so probably more changes.
After you install the DLC, you'll get a new mission in your journal called simply Phantom Liberty. It will tell you what missions you still need to do before you get sent to Dogtown (DLC area).
(You can also start the game with the pre-requisite missions already done and at a higher level if you want to start with the DLC on a new game.)

Also just to clarify, you don't have to go there immediately after the call. On both of my playthroughs so far I leveled up at least 20 levels and waited weeks in game before finally showing up at the agreed meeting place to start the DLC
its a masterpiece! the story, actors, and the new town are outstanding!

Answer yes to the phone call. Then you can take your time and level up in the main game especially with stealth capabilities, fire power, & cyberware. You will need it. I think the game recommends > level 15 for PL.
I stopped at meeting Hanako at Embers which is a point of no return and then started PL.
Yes it will enhance the base game, A new spy adventure which is integrated, you will get access to PL at a certain point in the base game whether you've finished the base game or not.

It isnt DLC like 'magically teleported to new island'. It fully integrates into the base game seamlessly. There is much more to it than you might think on first glance for the experience it is.
