I got it from the mission where you get invited by the Militech agent. Forgot the name of both the mission and the agent. Meredith something.

There is another weapon like it you can obtain as a hidden weapon though.
If you're playing from an old save, or you skipped ahead to Phantom Liberty from the game start, a lot of things may be different. I recommend just starting a new game. So much is new that you won't regret it.
