All the storylines and source materials are (mostly) set in NC.
NightCity *is* the 'main character's of the Cyberpunk games tbh.
She's the one that 'allways wins' after all.
We have some (currently outdated) sourcebooks for the rest of the world.
Pacific Rim sourcebook, Rough Guide to the UK, Home of the Brave USA, EuroBook. One dealing with space that covers the Space Habitats and Crystal Palace.
So there is 'wiggle room' to go elsewhere.
But why would they?
They would need to plan and build those environments from scratch.
While NightCity is already charted.
They just need to rebuild it in Unreal, then add to it/change a few things up and/or add extra sections to the map (to help expand the Gameworld and shop time has passed since 2077)
Easier than a full rebuild to go to another city.
And, while NC may have won the 'worst place to live' award for years running....it's one of the few places you can enjoy a 'relatively' free life.
The only other place we know much about is Atlanta. And streetkid V came back from there unhappy. So it's not as 'good' as NC.
(V never elaborates on why they came back to NC, other than it not being what they were looking for)
Night City is the only place with a detailed city map in the core tabletop rules, and CDPR did their best to replicate that map. (You can see where everything lines up rather well.)
Other locations are sparse maps from adventure modules (or whatever they're called in Cyberpunk). They'd either be limited to the pre-defined and well-defined areas or CDPR would need to create entire regions from scratch.
This is like people wanting Fallout games set outside the United States.
New characters, new Lifepaths [hopefully, they will be more significant than in the present game] a new story....that's what I expect from Cyberpunk Orion.

(Admittedly, it's just a mod. But it's a mod that a LOT of people are not verry happy has been delayed by the coming of the 'next gen update' for Fallout4)
Most of us are happy to have kids and/or other area dlc (for both games)
