Basically, it's impossible to properly balance a game that gives you so much freedom. They risk hammering people with less efficient builds to cater to the hardcore min-max players and it is typically better not to alienate the player 50 hours into a 100+ hour long game.
Elden Ring even suffers from a similar issue where you can either struggle or cakewalk depending on your level, gear, consumables, etc. because they can't really predict the exact path the player will take through the game.
Consistent challenge is the realm of more linear games. Ones where the developer can plan your challenge because they know exactly what you have access to at that point in the game.
I can see where you are coming from. I definitely prefer playing on The hardest setting...even on the hardest...yes I can totally just obliterate everyone...but the odd time I get stuck on some fights...sometimes...
I do like with the 2.0 update I believe, they kicked it up a bit by making cyber psychos harder...and the cops always seem tough...never really tried to battle them...usually just run...lol
Have you played Phantom Liberty?...that definitely kicked it up a notch...I was mele..I feel I was an underdog...
I mean I guess. It's going to be too easy at some point (give the amount of power you have). I am playing on Normal and by lv 30 with was pretty easy with a half-finished build (but I am also using Quickhacks for AOE and Tech weapons.
Have you gone for the "Don't Fear the Reaper" ending on VH, also? I will say like already stated Phantom Liberty does a better job with the challenge.
The bosses of Phantom Liberty do have more interesting mechanics.
problem is, atleast to me the only hard thing in the game is maxtac and nothing else everything else is easy
stealth + swords / knives
a stealth take-down is just as efficient on any difficulty as are stealth head-shots 1 hitting things on any difficulty.
only noticeable difference is that cyber psychos have noticeably more hp as do bosses.
i agree with op that the game is very easy depending on how you approach it regardless of difficulty
