traveling too fast causes loading issues?
everytime I'm driving or running to a ripperdoc, quest, location I have to stay still for the game to load in and render objects, people, and objectives to progress.
Anyone know how to resolve this issue?

GXT 970 is below minimum system requirements and only has 4gb VRAM, if you havent tried it already you could could try turning FSR on if you don't have it on already and turn the setting to performance or ultra performance.

The game will look horrible but it should help reduce the VRAM usage so it might help with the textures loading in faster.

Yep this is true. I owned a 970gtx since recently ( I just upgraded to an 4070rtx ). Playing this game on a 970 is not the best experience. its never "smooth" ( indoors it feels alright but outdoors nope ) , you have to play at low/med. and you have to use FSR to make it somewhat playable, and have to deal with the blur it adds. The 970 is def the issue here.

But as Bjorn said, enabling hdd mode in options menu can help a tiny bit to make it more stable when driving.

Are you running the game from a SSD? And computer specs would be helpful to people wanting to assist you.

That definitely sounds like a problem on your end. The worst I got is going too fast causing micro stutters on loading new cells, but that is just... most video games.

I didn't get stutter, but once I drove fast through a lot of districts back to the apartment. When I got in the lift all the "entering new district" messages started catching up with me.

Experiment with 'HDD mode' in game options.

Also, for Nvidia cards there should be an option under 3D settings in Nvidia control panel called 'Shader Cache Size'. Might want to set that to something other than default, like 10 GB for example (I'm using that).

Not sure if any of this helps, but good luck!

Buy SSD M.2 NVME.

I’m aware of the limits of 970 but I won’t be able to upgrade for some time but surprisingly I’m able to get it working in games like Ready or not, helldivers 2, and more.

The HDD option seems to work but will continue to investigate a fix. Game isn’t unplayable just renders slowly.

Basically scratching the roof of minimum with a broom. XD

As long as you can still play and enjoy your games all that matters :)

Yeah I understand that, ive been holding off upgrading my gpu for a long time aswell. The prices were simply too high for me aswell,i was not willing to spend 800e or more for a damn gpu, besides the 970 pretty much ran everything "fine",the only games that ive played that were showing its age was red dead and Cyberpunk.Like the 970 still runs the new final fantasy remake maxed out without issues, its pretty insane actually. ( Ive had my 970gtx since 2014 ) but i saw a deal where the 4070 went from 615e to 550e so I just finally bit the bullet and went for it. The biggest issue for me back then playing Cyberpunk on a 970 was the blur from Fsr etc,it was just not pleasant to look at. But anyway,I was still impressed how the 970gtx can still play cyberpunk above 60fps with some tweaking.
