I got wanted level when I shoot rasetsu.
Even when theres no cops nearby. Is it normal or no?

Probably because it isn't silenced. Only Overwatch is silenced rifle as far as I know, acquired via Panam's quest chain.

It has nothing to do with whether or not it's silenced. It's the fact that successful hits spreads to other nearby targets, and killing civvies automagically gives you a wanted level.

They never mentioned shooting civilians... There isn't any reward to shooting them and it would happen with any weapon and not just Rasetsu so I suspect this isn't the issue. They might be using it at a location in the city with other people nearby such as some smaller compounds, restaraunts, NPCD activities, etc.

What your saying could be true if, in the unlikelihood, they're trying to use a sniper to just murder random civs for "fun" thinking that it being ranged would allow this but then they probably wouldn't name Rasetsu specifically. Seems doubtful but not impossible.

The thing is, I tried shooting at scavs at pacifica, no cops or civies, yet I still get wanted.

I helped some cops in a shootout yesterday, only using quickhacks, and once all the gangers were dead, the cops started looking for me (eye icons). I moved about ten meters away and waited for maybe 20 seconds and then I could go in among the cops and loot the corpses.
Which didn't make a lot of sense.

Later I took out some other gangers, got one of the very rare thank yous from a civilian they'd been about to kill, and still cops flocked to the location and I had to hide for a while.

And then there's the times when I'm just driving along in my, unarmed, car, not hitting anyone or being close to hitting anyone or anything and suddenly someone shouts 'she's got a gun!' and everybody starts running.

I have somewhat limited familiarity with the game, but I feel like such things didn't happen so much before the most recent patch (this is my first new game after the patch).

Then I think you should aim better. :P The Rasetsu (or any tech weapon if you spec for chain lightning in technical ability) chains their bolt shots and will hit any targets, civilians included, whether you like it or not.

A large amount of these NCPD things has civilians being held that always seem to get hit by tech weapons. Those are the times I get wanted levels.

Yeah sometimes I got those kind of things too, killed some ganggoons but I got wanted by the cops lmao.

@Porkhammer Do you also get some wanted level when your're using the rasetsu? Despite not hitting any civies or cops?

I find that wanted levels are more likely to appear when my V isn't being quiet. Distance doesn't seem to matter.

Has anyone tried sniping with a silenced gun? It seemed to me that V rarely got wanted levels using it, even with nearby civs and with cops out of sight even though nearby.

Yes, I play stealth and none of my pistols/throwing knifes (or axes) or Overwatch (the silenced sniper rifle) cause any issues with wanted level unless I hit a civilian or in very rare cases its like an NPCD location super close to a group of civilians (but this is very rare).
