What your saying could be true if, in the unlikelihood, they're trying to use a sniper to just murder random civs for "fun" thinking that it being ranged would allow this but then they probably wouldn't name Rasetsu specifically. Seems doubtful but not impossible.
Which didn't make a lot of sense.
Later I took out some other gangers, got one of the very rare thank yous from a civilian they'd been about to kill, and still cops flocked to the location and I had to hide for a while.
And then there's the times when I'm just driving along in my, unarmed, car, not hitting anyone or being close to hitting anyone or anything and suddenly someone shouts 'she's got a gun!' and everybody starts running.
I have somewhat limited familiarity with the game, but I feel like such things didn't happen so much before the most recent patch (this is my first new game after the patch).
Then I think you should aim better. :P The Rasetsu (or any tech weapon if you spec for chain lightning in technical ability) chains their bolt shots and will hit any targets, civilians included, whether you like it or not.
A large amount of these NCPD things has civilians being held that always seem to get hit by tech weapons. Those are the times I get wanted levels.
Has anyone tried sniping with a silenced gun? It seemed to me that V rarely got wanted levels using it, even with nearby civs and with cops out of sight even though nearby.
